Fees Associated with the HRRC
General Fee Information
For studies involving monetary or other support from a federal, commercial, or non-profit entity, the investigator will be asked to complete a Sponsorship Information and Fees form, which will guide the investigator in determining if fees are due.
When HRRC review fees are required payment will be due upon submission of the New Study Application or Progress Report.
New Study Applications received without a required fee will be returned to the Principal Investigator.
Progress Reports received without a required fee will be issued an invoice, however no decision of the HRRC can be released until payment is received.
Review Fees:
New Study Review = $2,000
Continuing Review = $750
The Sponsorship Form can be copied and used in lieu of an invoice to the sponsor.
Non-Compliance with Human Research Regulations
Research studies are required to be renewed at least annually. If not renewed or closed, it is a violation of the federal regulations governing human research.
Also, not maintaining appropriate approval creates a liability for the UNMHSC.
Because of the increased administrative work necessary to follow-up on non-compliance closed studies, our office has instituted a fee. Upon a primary investigators 3rd occurrence of non-compliance, they will be charged an administrative fee:
3rd Non-Compliance = $250

Review Fees for HRRC Review of non-UNM Research
The HRRC does not routinely provide IRB review for studies conducted by non-UNM entities or investigators. On occasion, the HRRC will serve as the IRB for a non-UNM project when there is a clear collaborative arrangement with UNM, involvement of a UNM Faculty Member and the study is conducted in accordance with Section 2.7 of our manual "Serving as the IRB for an Unaffiliated Entity"
Review fees for non-UNM studies/investigators are as follows:
New Study Review = $2,000
Continuing Review = $750
One-Time Review = $500
One-Time Review would include HRRC review for publishing case reports or review of studies involving retrospective collection of data that are determined to be no more than minimal risk. Any IRB required audits due to suspected non-compliance, complaints, or other reasons that suggest a risk to subjects would be billed for a rate of $45 per hour for preparation, review and reporting of such audits.
Waiver of Fees for HRRC Review
On occasion the HRRC will waive required fees.
In order to request a waiver, attach the following to your submission (new study or progress report):
Memo requesting waiver - in the memo specify why you are requesting the waiver.
Detailed Budget that provides support to your memo that there are no funds available for review fees.
Please be aware that it is the Investigators responsibility to include HRRC review fees within their budget when requesting funds from a sponsor.
Any questions regarding fees should be directed to the Program Operations Director, Michael Briggs at mbriggs@salud.unm.edu or 272-1147. Please include the PI's name, study title, and HRRC Number if one has been generated.
Refund of Review Fees
If you submit a study that requires a fee and it is withdrawn by the PI or the sponsor, a full refund will not be granted if the submission has gone through the pre-review process. A 50% ($1000) administrative fee will apply if the submission is withdrawn prior to HRRC approval.
Once HRRC approval is issued, no refunds will be granted.
