Biography

Cloutier leads global external relations strategies and operations for ECHO including: public relations, branding, media relations, content marketing, outreach activities and more.  

He has extensive experience in government, nonprofit and private sectors. Prior to joining ECHO, he served as the director of presidential communications at the University of Texas at Arlington. He also led communications and served as a senior advisor for the first female Hispanic governor in United States history. 

Cloutier has worked at various levels of leadership in New Mexico’s government with experience in communications, marketing, policy and leadership. He is also passionate about his volunteer work, supporting child welfare organizations, indigent health care and conservation.  

Cloutier is a passionate, service-oriented leader focused on driving impactful and positive change for people in need.
