What is HIPAA?

  • The Health Insurance Portability and Accountability Act of 1996 (HIPAA) amends the Internal Revenue Code of 1986 to improve portability and continuity of health insurance coverage in the group and individual markets.

  • The HIPAA Privacy rule, which went into effect April 14, 2003, sets new standards for electronic health information transactions and billing as well as new standards for the use and disclosure of private health information.

  • HIPAA establishes stringent new regulations for preventing fraud and abuse and imposes civil money penalties and prison for certain violations.
