The University of New Mexico Health Sciences Center (UNMHSC) encourages faculty and staff members to participate in research sponsored by outside agencies when such research is consistent with the basic aims of the University in regard to education of students, the extension of knowledge, and the broadening of horizons in the sciences, arts and humanities. However, it is important to recognize that some foreign nations have shown increasingly sophisticated efforts to exploit, influence, and undermine research activities and environments.
UNMHSC Personnel who want to establish a clinical practice, research, or for-profit or non-profit business with Foreign Entity or Foreign Individuals outside the United States must obtain permission from UNMHSC’s Conflict of Interest Committee prior to establishing the practice, research or business. The UNMHSC policies, Faculty Handbook, and Federal and State of New Mexico law require transparency with respect to certain activities and relationships involving Foreign Entities or Foreign Individuals. UNMHSC Personnel have a duty to make such disclosures prior to, or while, applying for federal research funding or participating in federally-funded research. However, in no event will any federal funds be spent or committed until all disclosure requirements related to Support from a Foreign Entity or Foreign Individual have been satisfied.
This mandate applies to all UNMHSC Personnel, regardless of appointment, compensation, or the location of the activity. Links to applicable polices and Section E (Research) of the Faculty Handbook are listed below:
