Dr. Libo attended the University of California, Berkeley, and Stanford University, earning his PhD in 1951. In 1953, he joined the University of Maryland School of Medicine as Chief Psychologist and Assistant Professor in the Department of Psychiatry.
Dr. Libo came to New Mexico in 1957 to spearhead the Division of Mental Health for the New Mexico Department of Public Health in Santa Fe. He was a founding member of The University of New Mexico School of Medicine Department of Psychiatry and was instrumental in developing a behavioral science program with a community service orientation. Dr. Libo served as planning coordinator for the mental health center from 1965 to 1967, and led the group that created both the facility and the program’s structure.
Dr. Libo's research program focused on the use of biofeedback mechanisms for the self-regulation of stress and chronic pain. He also played a significant role in the creation of the Bernalillo County Mental Health Center.
