Dr. Phelan has had a 50 year career focused on providing women’s health care to marginalized women, educating members of the health care team from medical and nursing students to practicing providers, and advocating for quality improvement through work on national, regional and local committees. Working with ACOG, AMA, AAMC, AGME and CDC, she helped to develop and implement interventions to enhance educational activities, public health endeavors and clinical care. Dr. Phelan has received numerous educational and clinical awards during her career. Over the past decade she has been focused on establishing maternal mortality review committees at both a state (NM and AL) and regional levels (covering activities in 20 states). She has edited textbooks and contributed numerous chapters. In acknowledgement of her work in NM she received a Governor’s Award for Outstanding New Mexico Women. Her thirty years of hard work on numerous ACOG committees helped to increase diversity in the work force, quality improvement within the specialty and outreach to educate patients and providers. Based on this dedication she received the Outstanding ACOG District Awards for both District VII and VIII. She is the only person to receive this award from two ACOG districts.
