Behavioral Health Reform and Investment Act (BHRIA)
The Behavioral Health Reform and Investment Act (BHRIA) was passed during the 2025 legislative session. BHRIA, also known as Senate Bill 3, is a major step in reforming New Mexico’s behavioral healthcare system, including significant changes to how behavioral health treatment programs are managed statewide.
The BHRIA takes a regional approach to behavioral health care.
The goal of BHRIA’s new structure is to incorporate all three branches of government and bring stakeholders to the table to strengthen the behavioral healthcare system in New Mexico.
The UNM Behavioral Health Technical Assistance Center (BHTAC) maintains this website which includes approved, finalized work products directly related to the implementation of this legislation.
