During its first meeting, the Behavioral Health Executive Committee (BHEC) decided to use New Mexico’s judicial districts to create the 13 behavioral health regions. The Behavioral Health Reform and Investment Act (BHRIA) is designed to focus on regions determining their own behavioral health priorities. In BHRIA’s first year, the regions sought stakeholder input through public listening sessions; the New Mexico Alliance of Health Councils held at least one in each region and some regions also opted to conduct additional sessions on their own. Every region also hosted an Enhanced Sequential Intercept Model Mapping and Prioritization Workshop. Based on this input as well as other sources, each region was tasked with writing a behavioral health plan. Eleven of these plans were submitted by June 30, 2026. As of the end of July, BHEC had approved the plans for regions 1 and 2. Once the plans are approved, the regions will begin implementation which is expected to last through the duration of the BHRIA with a goal of sustainability beyond the Act’s conclusion.
